City of Kaufman Appoints Rachel Balthrop Mendoza as Assistant City Manager

KAUFMAN, Texas – The City of Kaufman has recently announced the appointment of Rachel Balthrop Mendoza as the new Assistant City Manager of Kaufman. This appointment is the result of an extensive search and interview process conducted by city officials.

Rachel brings with her more than seven years of experience in serving the residents, businesses, and visitors of various cities, including the Town of Little Elm, the City of Denton, and the City of Grand Prairie. During her tenure, Rachel successfully managed and coordinated development and permitting projects for Little Elm, as well as citywide programs such as State of the City and Denton 360° for the City of Denton. She played a crucial role in educating residents, businesses, and developers on local government processes, procedures, and regulations, while also fostering community development initiatives. Additionally, Rachel has a strong background in government finance, having managed accounts payable and procurement for the Grand Prairie Fire Department and overseeing budgets totaling $40 million.

Before transitioning to local government, Rachel spent a decade working in the private sector with Norton Rose Fulbright (formerly Fulbright & Jaworski), where she supported bond counsel activities, coordinating and finalizing debt issuances for cities, counties, and school districts across the state.

Rachel is a proud Texas native who grew up in DeSoto. Her passion for local government and dedication to service were ignited during her high school years when she interned at the City Manager’s Office for the City of DeSoto. She holds a Bachelor of Arts in Political Science from Trinity University in San Antonio and a Master’s in Public Administration from the University of Texas at Arlington. Rachel actively engages with professional associations such as the Texas City Management Association and the North Texas City Management Association. She is also a graduate of the Alpha class of the Texas Women’s Leadership Institute, a program focused on preparing and empowering women to become city managers. Furthermore, Rachel serves as the Vice Chair for the Grand Prairie Civil Service Commission and Chair of the Board of Directors of the DFW regional chapter of Girls on the Run.

City Manager Mike Holder expressed his enthusiasm about Rachel joining the team, stating, “I am thrilled to have Rachel become a part of our team. She brings experience, excitement, and a high level of professionalism that will be a great asset to the City of Kaufman.”

As Assistant City Manager, Rachel’s responsibilities will include assisting in the development, planning, and implementation of the City’s strategic goals, providing high-level support to key departments, the City Manager, and the City Council. Balthrop Mendoza officially assumed her role as Assistant City Manager on July 17, 2023.
