Biden Administration Requests $13 Billion in Emergency Defense Aid for Ukraine

The Biden administration has requested Congress to provide more than $13 billion in emergency defense aid to Ukraine and an additional $8 billion for humanitarian support through the end of the year. This massive infusion of cash comes as the Russian invasion of Ukraine continues and Ukraine pushes a counteroffensive against the entrenched forces of the Kremlin.

The requested package also includes $12 billion to replenish U.S. federal disaster funds at home after a deadly climate season, as well as funds to bolster enforcement at the Southern border with Mexico and curb the flow of deadly fentanyl. In total, the package amounts to $40 billion.

Unlike previous requests for Ukraine funding, this time there is a growing political divide on the issue. The Republican-led House is facing pressure to support former President Donald Trump, who has been skeptical of the war. American support for the effort has also been softening.

The White House has urged swift action from Congress to fulfill the U.S. commitment to Ukraine’s defense and democracy. The request was crafted with an eye to gaining support from Republicans and Democrats, particularly with increased domestic funding around border issues.

However, the $40 billion price tag may prove too high for Republicans who are seeking to reduce federal spending. The package falls outside the budget caps agreed upon by both parties earlier this year.

Senate Majority Leader Chuck Schumer expressed strong bipartisan support for the request, while Senate Republican leader Mitch McConnell called for a careful review of the administration’s request.

Support for providing Ukraine with weaponry and economic assistance has softened among the American public. A recent poll found that 48% of U.S. adults favored providing weapons to Ukraine, down from 60% in May 2022. Support among Republicans dropped even more significantly, from 53% to 39%.

Approval for Ukraine aid will likely rely on a coalition led by Democrats to ensure passage. The funding includes money to counter Russian and Chinese influence elsewhere, as well as additional funds for domestic issues such as wildfires and labor violations.

Congress would likely attach the package to a must-pass measure for broader government funding to prevent a shutdown in federal offices.

Questions have arisen about Republican support for the package, especially as House Speaker Kevin McCarthy faces pressure to impeach President Biden. The future of support for Ukraine remains uncertain, but the Biden administration has reaffirmed its commitment to helping Ukraine for as long as it takes to oust Russia from its borders.
